Free state medicine is one of the few social guarantees that have somehow managed to be preserved in our country. But they also actively encroach on her. In particular, this is manifested in an attempt to transfer the ambulance fleet support system to private rails.
The so-called outsourcing has shown itself in all its glory this year in the Sverdlovsk region. This system initially had many opponents, whose wishes they promised to take into account. However, without much hype, there appeared on the public procurement website information that in Nizhny Tagil, starting from February 2021, a contractor will be hired, who undertakes to provide a medical transportation service of 240,000 car hours, along with its own cars.
Why is this problem ripe at all? There are three reasons, the main of which is the rapid wear of the vehicle fleet. It is believed that private contractors will be more diligent in monitoring the condition of vehicles and the pace of vehicle updates.
The second plus directly follows from the first: doctors are freed from the hassle of providing transport to ambulance stations that are not related to their direct responsibilities. After getting rid of onerous technical problems, doctors can focus directly on treatment. Ideally, this should improve the efficiency of medical services.
Finally, the third advantage is that private owners are better versed in the intricacies of the economic provision of vehicle fleets and will not spend extra money on repairs.
However, with a different angle of view, the same “economic expediency” turns out to be its negative side. In pursuit of earnings, private owners will do their best to reduce personnel costs. For example, from February 1 of this year in Yekaterinburg, Phoenix Logistics LLC was appointed as the managing company for the ambulance. At first, the company did not want to enter into labor contracts with its employees, striving to transfer them to self-employed. And only after the drivers’ strike did they come to the contractual system.
Lack of employment contracts means vacation and sick leave at your own expense. But it is much more unpleasant that four drivers of Phoenix-Logistics were not credited with “coronavirus” government surcharges due to the failure to provide timely data on their work in teams with covid hospitals. And the court recognized the refusal as legitimate!

Driver training also raises serious questions. Private traders insist that drivers should not carry patients and provide them with first aid if necessary, while classical Russian medicine generally implies these options. “It is not their responsibility to carry a stretcher,” the nurse is indignant at the innovations. That is, the operator will undertake all services that are not characteristic of a medical organization. At the same time, it will carry out maintenance of vehicles, control of leaving the line, leaving the line. Cars will be equipped with gps-navigators and radio stations “
But is the process going so smoothly? In three cities of the Sverdlovsk region – Nizhny Tagil, Pervouralsk and Kamensk-Uralsky – the process goes feverishly, if only because the era of covid is not very conducive to any reforms. In Nizhny Tagil, ambulance workers have already been announced about the upcoming reduction. One of the drivers said that the management offered to look for new jobs for 150 employees. People are not very clear about what to do next.
As we wrote earlier, the Sverdlovsk region is not unique in its desire to give an ambulance to private hands. In 2013, with the permission of the Ministry of Health of the Russian Federation, outsourcing was introduced in six pilot regions, including the Perm Territory. A pioneer in the field of private ambulances in the Kama region since 2011 was a local businessman Evgeny Fridman. However, at the end of 2015, the contracts were taken by Danila Baryshnikov’s Moscow firms, after which the experiment was declared unsuccessful. The outsourcing of ambulances turned out to be a failure in Kopeysk as well.
